Seaman's
Record Book
A Seaman’s
Record Book
also commonly known as a Discharge Book or a Seaman’s Identification and Record Book, is not absolutely essential and not all marine crew have one, however it does come in handy, the discharge book is a record of career certification and experience and does not replace your passport and/or visas that are needed.
The Seaman’s Discharge Book
can be issued by the ship’s flag authority to prove your sea time on and off the vessel and it does help in issuing and arranging a seaman transit visa. In addition to sea time records, the Seaman's Record Book sometimes also allows for sea crew to travel on marine fare tickets which are often at a discounted price with additional luggage allowance.
The
requirements

“Flag State Endorsements : Officers sailing on a vessel are required to hold certification of the flag of the vessel. ”
In many cases this will require the Officer to be issued a Flag State Endorsement against their National COC or CoP in accordance with STCW reg I/10. The Flag State Endorsement would reflect the capacity and limitations of the Officers National COC or CoP, allowing them to sail in the relevant capacity onboard a foreign flagged vessel.
